My crawl space leaks water into it when it rains. I have installed new downspouts and regraded the yard to help but it is still a problem

Healthy Basement Concepts installed a Level 1 Grate Sump system inside the crawl space with a footer drain system pitched to the sump. We installed gravel around the sump pit and pipe. We also drilled weep holes into each hollow of each block to drain the water out of the walls.
